Our Legal Team Juan Carlos Silen, Esq. Managing Attorney Juan Carlos Silén is the Founder and Managing Attorney of Silen & Rosario. He is admitted to practice in Maryland, the District of Columbia, the U.S. District Court for the District of Maryland, and all U.S. Immigration Courts. He holds a Bachelor’s Degree in Economics and a Juris Doctor from the University of Puerto Rico, as well as a Master’s Degree in Human Rights from the University of Navarra in Spain. Juan Carlos previously worked with Catholic Charities’ Esperanza Center and the Public Justice Center, gaining extensive experience in removal defense, humanitarian relief, family-based immigration, and tenant advocacy. He is a member of the Maryland State Bar Association (MSBA), the American Immigration Lawyers Association (AILA), and has served on the MSBA Immigration Council since 2023. Our founder, Mr. Juan Carlos Silen is admitted to practice law in Maryland, Washington, D.C., and all Immigration Courts, as well as the U.S. District Court in Maryland. Mr. Silen graduated with a Bachelor's Degree in Economics at the University of Puerto Rico before completing a Juris Doctor at the University of Puerto Rico School of Law. Afterward, he obtained a Master's Degree in Human Rights at the University of Navarra in Spain where he researched DACA (Deferred Actions for Childhood Arrivals) and possible solutions to undocumented migration. Attorney Silen's passion for immigration started when he was a student at the University of Puerto Rico where he was part of the Orientation Services for Immigrants Pro Bono. Being the grandchild of Cuban immigrants, his goal has been to improve the lives of the people he represents through the immigration process. Mr. Silen started his career as a Staff Attorney with Catholic Charities of Baltimore Esperanza Center serving the community where he acquired experience with different types of relief such as Special Immigrant Juvenile, Asylum, U Visa, Family Petitions, and others. After his time in Esperanza Center, Mr. Silen acquired experience in housing cases, especially landlord-tenant cases working for the Public Justice Center as an Attorney. Ms. Rosario began in the immigration field when she was a student at the University of Puerto Rico, where she was a spokesperson for the organization Pro Bono Orientation Services for Immigrants. Attorney Rosario obtained her law degree (Juris Doctor), magna cum laude, from the University of Puerto Rico School of Law. She then completed her Master of Laws (LL.M.) at Georgetown University in Washington, D.C. Before studying law, Ms. Rosario obtained her Bachelor's Degree in Psychology from the Pontifical Catholic University of Puerto Rico. Ms. Rosario began her legal career in the U.S. Department of Justice at the Miami Immigration Court, where she worked as a law clerk for the immigration judges. There, she drafted immigration decisions for the judges and acquired vast knowledge about immigration law and the functioning of the courts. Maria then worked for the U.S. Department of Homeland Security as an immigration prosecutor in Baltimore, Maryland. In this agency, she developed skills before the Immigration Court by litigating asylum cases, cases involving cancellation and withholding of removal, and cases of protection under the Convention Against Torture. After gaining experience on the government side, Ms. Rosario was inspired to help the immigrant population and decided to join Silen & Associates, LLC as an immigration attorney. Removal Proceedings Facing removal proceedings can be overwhelming, but our firm is committed to guiding clients through every stage of the process with clarity, preparation, and compassion. We represent individuals in both non-detained and, when capacity allows, detained cases on a case-by-case basis. Our role includes reviewing the Notice to Appear, identifying all available forms of relief, and developing a clear legal strategy tailored to each client’s circumstances. We assist with the preparation and filing of applications such as asylum, cancellation of removal, adjustment of status, and waivers when necessary. We also prepare clients thoroughly for master calendar hearings and individual hearings, including asylum merits hearings. Removal Proceedings Special Immigrant Juvenile Status (SIJS) SIJS is a critical form of protection for immigrant children who have been abused, abandoned, or neglected by one or both parents. At our firm, we offer full representation from start to finish, guiding families through the state court process, the USCIS I-360 petition, and—even when necessary—coordination with Immigration Court proceedings. We help parents and guardians understand the importance of pursuing SIJS on time, especially because it can open the door for the child to obtain lawful permanent residence (a green card) in the future. Our team ensures that families understand each step of the process and the long-term benefits SIJS can provide for a child’s stability and safety in the United States. We manage the complex coordination required between the state court (custody or guardianship proceedings with SIJS findings), USCIS, and, when applicable, EOIR. Our role includes preparing filings, attending hearings, presenting evidence to support the necessary findings, and monitoring the case through adjudication of the I-360. Once the priority date is current, we also assist with the adjustment of status application so the child can obtain lawful permanent residency. Special Immigrant Juvenile Status Asylum Our firm represents clients in both affirmative asylum cases before the Asylum Office and defensive asylum cases in Immigration Court. We help individuals who fear persecution in their home countries based on political opinion, religion, family membership, LGBTQ+ identity, gender-based violence, gang-related threats, and other protected grounds. Because asylum law is complex and time-sensitive, we guide clients through every stage of the process, including preparing detailed declarations, gathering and translating evidence, compiling country conditions, and ensuring the application is filed within the required deadlines. We also counsel clients on the one-year filing rule and any exceptions that may apply. For clients in removal proceedings, we provide comprehensive representation at master calendar hearings and individual (merits) hearings. We contact police departments, prosecutors, or other relevant agencies on behalf of our clients, prepare the necessary documentation, and submit formal certification requests. Once the certification is secured, we prepare and file the full U Visa petition, organize and translate evidence, and gather documentation that demonstrates the harm suffered and the client’s helpfulness to law enforcement.
