Juan Carlos Silen, Esq.
Managing Attorney
Juan Carlos Silén is the Founder and Managing Attorney of Silen & Rosario. He is admitted to practice in Maryland, the District of Columbia, the U.S. District Court for the District of Maryland, and all U.S. Immigration Courts. He holds a Bachelor’s Degree in Economics and a Juris Doctor from the University of Puerto Rico, as well as a Master’s Degree in Human Rights from the University of Navarra in Spain. Juan Carlos previously worked with Catholic Charities’ Esperanza Center and the Public Justice Center, gaining extensive experience in removal defense, humanitarian relief, family-based immigration, and tenant advocacy. He is a member of the Maryland State Bar Association (MSBA), the American Immigration Lawyers Association (AILA), and has served on the MSBA Immigration Council since 2023. He provides client-centered, transparent, and compassionate representation.
María Rosario-Negrón is admitted to practice in Maryland, the District of Columbia, Puerto Rico, the U.S. District Court for the District of Maryland, and all U.S. Immigration Courts. She earned a bachelor’s degree in psychology and a Juris Doctor (Magna Cum Laude) from the University of Puerto Rico School of Law, and an LL.M. from Georgetown University Law Center. Her background includes working as a Judicial Law Clerk for Immigration Judges in Miami and serving as a DHS Trial Attorney in Baltimore. Her experience as a former prosecutor gives her unique insight into immigration cases, and she uses that knowledge to advocate fiercely for her clients. She believes in respectful, honest communication and strong preparation as the foundations of effective representation. She is a member of the MSBA and AILA.
